The name of this organization shall be Bucknell University Vietnamese Student Association herein known as VSA.
The purpose of VSA is to promote the culture and tradition of Vietnam and to unite those who share or have an interest in the Vietnamese culture therein by providing cultural and education activities to the Bucknell community, developing and maintaining a relationship with other organizations to promote awareness of Vietnamese culture.
Membership shall be open to all interested individual affiliated with Bucknell University including students, faculties, staffs, and alumni/ae.
Bucknell students and affiliates shall not be excluded from membership on the basis of sex, race, religion, politics, or handicap.
Each member shall be entitled to one vote to any matter put forth for voting, but shall lose that voting privileges is she or he fails to attend more than half of the meetings.
The Board of Officers shall consist of the President, Vice President, Secretary and Treasurer.
(i) Preside over all meetings.
(ii) Set an agenda for VSA meetings.
(iii) Inform all VSA members about VSA functions
(iv) Represent VSA in other functions, conferences conjunction with VSA.
(i) Assume all presidential duties, in the absence of the President.
(ii) Assist in the preparations of agendas for general meetings.
(iii) Assist in the preparation of a yearlong calendar and budget.
(i) Keep a historical account of meetings and events.
(ii) Assume the responsibility of maintaining the VSA webpage.
(iii) Assist in inform members and support other officers as needed.
(i) Assume responsibility of preparing a budget for the VSA with the president and vice president.
(ii) Keep an accurate record of all financial transactions.
(iii) Give a budget report at general meetings.
Additional titles and posts can be established at the discretion of the Board of Officers whenever necessary and proper for the execution of constitutionally mandated aims.
In addition to the aforementioned duties of the respective offices, each officer shall help maintain and strengthen good relations with other Bucknell organizations.
The Vice President shall succeed the President.
The Secretary shall succeed the Vice President.
The Treasurer shall succeed the Secretary.
Nominations from the floor or self-nominations shall be taken at the March general meeting provided that the nominee is present or has consented to the nomination.
Any member in good standing is eligible for nomination
Officers of VSA shall be elected annually, during the first meeting in the month of April.
A quorum of two-thirds of the membership shall be required to validate the election. The elected officers must win a majority vote.
Each elected officer shall serve a term of one year. Officers cannot be re-elected to the same office.
A written statement of intention shall be submitted to the organization two weeks prior to resignation.
Shall the resignation create a vacancy in the office, the position must be filled following the Chain of Command or a member must be elected.
The specific charge shall be reviewed at an open meeting at which time the membership shall decide whether to proceed with an impeachment vote.
A two-thirds affirmative vote by secret ballot of the members present shall be required to confirm the removal of the officer.
Upon impeachment, said officer shall immediately be relieved of his duties as an officer of the club.
The remaining officers of the club shall choose a replacement for the impeached officer from among the active team members by a unanimous decision. The replacement officer shall assume the duties of the impeached officer for the remainder of the impeached officer's term.
Regular meetings shall be held at least once a month. Shall an emergency meeting be held, the President must notify the Board of Officers 48 hours in advance.
Before voting on any matter of policy or procedure, a quorum must be present. Two-thirds of the membership in good standing will constitute a quorum.
Any member in good standing can propose amendments to the Constitution.
Proposed amendments shall be discussed before a vote by secret ballot by membership whether to adopt or reject these proposed amendments.
Two-thirds of the voting membership is required to adopt an amendment.
The Constitution of VSA has been ratified by a majority vote of VSA members on October, 1996.
Amendments of the original Constitution of VSA were ratified by a majority vote of VSA members on October 30, 1999.
Further amendments to the Constitution of VSA have been ratified by a unanimous vote of VSA members on October 1, 2007.
All members in good standing shall be eligible to vote.
Voting shall be performed by secret ballot during the election meeting. Ballots shall be tabulated and announced by the current president.
