THE CONSTITUTION AND BYLAWS OF THE BUCKNELL ANIMÉ SOCIETY
This club, the Bucknell Animé Society, is organized to promote a better understanding of Japanese culture through the art and entertainment form of animé, or Japanese animation.
Section 1
Full time students at the University may join this club at any point during the school year. There are no prior qualifications for membership. Club members need attend at least one meeting per semester in addition to expressing interest in the club throughout the semester.
In extreme circumstances, a unanimous decision of the Executive Committee shall be required to remove a member from the club. Approval of the club adviser is likewise necessary to proceed with this extreme measure.
Section 1
The election of new officers shall occur April of each year following the annual club budgeting, but before the finals reading period begins. A new officer will also be elected upon the resignation or removal of any officer. Election shall be called by the officers of the club, who shall give proper notice to the general membership and conduct the election in the manner set forth in this constitution and bylaws.
Section 2
Members of the club may nominate, be nominated, or vote in the election of officers. To be eligible for nomination, members must have attended at least 50% of the semester’s meetings. In addition, officer candidates must show a willingness to improve their personal meeting attendance and be willing to dedicate their time to the club. Nominations shall require the endorsement of at least two members. Elections shall be by secret ballot and require the affirmation of a plurality of the membership present and voting. Nominations and elections may occur at the same meeting.
Section 1
There shall be three officers, the President, the Vice-President, and the Treasurer, each serving a term of one year. These terms shall begin the first day of the academic year, fall semester, and conclude upon the last day of finals spring semester.
Section 2
The President shall have the following duties:
a) Convene and preside over all meetings of the Executive Committee and the general membership.
b) Represent the organization at all functions and meetings outside this organization.
c) Acquire the licenses needed to view animé titles in public.
d) Coordinate the viewing schedule.
Section 3
The Vice-President shall have the following duties:
a) Take control of meetings of Executive Committee or general membership on occasions when the President is unable to perform his or her duties.
b)
Assist in the coordination of the viewing
schedule.
c)
Gather input from the general group regarding viewings
and activities.
d)
Handle club publicity and advertisement of
campus-wide events.
e)
Perform other duties as delegated by the other
officers
Section 4
The Treasurer shall have the following duties:
a) Manage all club funds.
b) Prepare the annual budget.
c) Represent the club before the Appropriations Committee of the Bucknell Student Government.
d) Assist in the coordination of the viewing schedule.
An officer failing to execute these duties of office may be removed at a meeting of the general membership with a two-thirds majority of those present and voting, after the intent for officer removal is announced at a prior meeting.
Section 1
Meetings shall occur at minimum once or twice per week every week of the semester, excepting the occasions of holiday breaks and unavoidable scheduling difficulties. Scheduling more than two meetings per week requires a general agreement (simple majority) from both members and officers. Attendance at meetings is restricted to members, guests of members, and persons wishing to become members.
Section 2
Meetings of the Executive Committee shall occur at minimum once per month.
Section 1
There shall be at least one standing committee, the Executive Committee.
Section 2
The Executive Committee shall consist of the officers and chairpersons of standing committees and shall perform the following duties:
a) Review and approve club expenditures and establish the budget for all committees and events.
b)
Review and approve the plans and programs of all
committees.
c)
Review and update the member roster and
introduce new members to the club.
d)
Review and approve the agenda for general
membership meetings.
e)
Act as the Constitutional Committee.
Section 3
New committees may be established upon recommendation of the executive committee. The Executive Committee will assign the committee’s function, duties, and powers.
a) The Executive Committee shall select the head of the new committee.
b) The committee may consist of members of the general membership.
c) The committee may be disbanded at the discretion of the Executive Committee.
Article VIII –
Amendments and Bylaws
Section 1
Any member of the club may propose an amendment to this Constitution for consideration at a meeting of the general membership. Upon majority vote, said proposed amendment should be submitted to the Executive Committee for review. The Executive Committee shall present its recommendations, together with the original proposal, to a special meeting of the general membership. Passage of any amendment shall require a two-thirds majority of those present and voting.
Section 2
The bylaws hereafter set forth to this Constitution may be
amended by a majority vote of the general membership at any regularly scheduled
meeting.
The officers are solely responsible for running general meetings. Any officer present or any combination of officers may run the meeting. Official club business shall be conducted first, in an orderly fashion. Following official business will be the informal viewing session.
On election days, each candidate shall be given several minutes to deliver a speech on how he or she will assist in the running of the club. Secret ballots will be distributed and the resulting votes tallied by the current officers. After the votes are tallied, the winners shall be announced to the general assembly.
Viewing materials purchased with club funds must be purchased through the library, donated to the library, or given to the club advisor for safekeeping. No club-purchased materials shall remain in an individual member’s possession.
Member discussion and input on viewing choices is a vital part of club dynamics. In order to accommodate full member participation in selecting titles to view, the selection process shall occur over the time span of at least two meetings or one week, whichever is greater. Viewing suggestions may be put forth by any member and actively debated by the general assembly before being voted upon. Any titles suggest should be currently available for viewing. Voting shall commence at least one meeting after the candidate titles were suggested and discussed, the only exception being a selection that was not available to the club at the previous meeting. Said titles may be proposed, discussed, and voted upon as though they were included in the initial discussions.
When voting for viewing selections, members may vote for multiple titles, as the length of the semester and the frequency of meetings will allow more than one series to be watched per semester. The recommended number of votes per member is three; the maximum allowable is four. Votes shall be tallied for all titles and titles acquiring the most votes shall be selected: as many as series length and meeting schedules will allow. In the case of a tie for the last place selection, there shall be a vote-off between the two titles; if this fails to resolve the tie, the officers will decide which title to view.
In order to facilitate members whose schedules do not allow them to attend all meetings, the proposal, discussion, and voting upon of viewing materials may be conducted one of two ways. The first is the direct, in-meeting procedure outlined above. In addition, the viewing selection process may be conducted wholly or partially online, via email or a private club forum. Club officers are responsible for deciding when and how to employ and coordinate these two systems and are held accountable, in the case of more private email voting, for maintaining a fair and accurate count of votes.
Titles shall not be watched twice in a five-semester period without the overruling of a two-thirds general vote. The exception to this rule is the movie Perfect Blue, which shall not be watched more than once per semester without an overruling vote of the kind described above.
Viewing permission should be attained for all selected materials, and the titles shown should be legal licensed copies.
